Home Buyers can qualify for FHA LOANS one year into a Chapter 13 Bankruptcy Repayment Plan with Trustee Approval via manual underwriting.  There is no waiting period after CHAPTER 13 BANKRUPTCY discharged date to qualify for FHA LOANS.  However, if the Chapter 13 Bankruptcy discharge has not been seasoned two years, it needs to be a nanual underwriting.  This is the same with VA LOANS.  Over 35% of my borrowers are folks in a Chapter 13 Bankruptcy or those who just got a Chapter 13 Bankruptcy recently discharged.
