USDA is not a direct lender.  Its a government agency that insures loans originated and funded by a USDA approved lender. Each lender can have higher lending requirements than the minimum required by USDA WHICH is called lender overlays.  Contact several lenders with no overlays on government and conventional loans and ask them what type of overlays they have on Rural Development home loans.
